Ligj Nr. 79/2021 Për të huajt (ndryshuar me ligjin nr. 43/2025, datë 26.6.2025), i përditësuar

Albanian Law 79/2021 on foreigners, consolidated with Law 43/2025 (75 pp.): visas, residence and single permits, permanent residence, removal, fees and sanctions. In scope: art. 84 residence for owners of immovable property (no minimum value; up to 1 year, renewable yearly; half co-owners qualify), art. 85/1 investor permit added in 2025 (2 years, renewed 3 years, then permanent; amount by joint instruction; 5 Albanian employees per foreigner) and art. 91.2 permanent residence for strategic investors (up to 5 key staff). This pass added 10 rules and proposed three programmes (alb-property-residence, alb-investor-residence, alb-strategic-investor-pr). Out of scope: general permit types, the general 5-year permanent residence rule (art. 87), fees (set by Council of Ministers decision, art. 140, no amounts), sanctions. Amounts and fees are left by the law to texts not stored (joint ministerial instruction, Council of Ministers decisions, strategic-investment law), and the in-force dates of Laws 79/2021 and 43/2025 need their publication dates (see gaps); scope of the two investor programmes needs a decision.
