What the document holds

CIC 2014 BIP evaluation, chapters 2, 3, 6, Appendices A-F, management response, acronyms. Taken for the Investor class (IN): Table 6.1 IN costs by fiscal year 2006/07-2011/12 (2008/09 n.a.), average and % by class (56.60%); text "82% of those admitted ... IN"; Table 6.2 IN average applications processed per year (3,770) and unit cost ($1,984), plus the conflicting text unit cost ($1,958); Section 2.3.5 IN capture-rate range (52%-86%); Table C-1 IN block, all 136 printed cells (cohorts 1996-2011 by years since admission); Table D-1 IN row (10,180 admitted, 82.1% of 12,402; 10,156 mailed; 495 surveyed); Table F-1 IN block, all 142 printed cells incl. the printed totals (2 blank cells not recorded); Table F-2 IN block, 48 cells. Rules: interviewees' account of the investment doubling from $400,000 to $800,000 (two restatement terms), and the 35/100 selection pass mark. Not taken because not about the investor programme or not programme facts: EN/SE/BI/FSW/PNP columns and blocks; BIP totals ($13.55M average, $67.7M five-year total, $2,680 per application); Table 2.1 interviews (39), Table 2.2 scale; survey counts for all BIP (12,364 of 12,402 mailed, 1,042 consents, 877 interviewed, margin of error 3.2%); Table D-2 weighting options (weighted shares are adjustment targets, not facts); 59.2% of BIP immigrants with no English or French; BIP levels ~4%/7% of immigration; Appendix A, B, E (logic model, questions, tax glossary incl. capital-gains inclusion rates and $250,000 deduction limit); management response (incl. a possible intake limit "less than the maximum possible of 2,750" for future business programmes); suggested $2M-$3M investment (a proposal). Checks: Table 6.1 class rows add up to the BIP total in every year and for the average; the five IN fiscal-year values average to 7.48; but the printed "% by class" (39.53+6.35+56.60 = 102.48%) does not follow from the averages (7.48/13.55 = 55.2%), noted on the row. Table 6.2: 7.48M/3,770 = 1,984 as printed; the text's unit costs differ from the table for every class (noted). Table F-1 IN columns add to 100 within rounding (all within 0.3). Table D-1: 10,180/12,402 = 82.1%, 495/850 = 58.2%. Restatements of the main report noted on rows (Table 1.2/1.4 figures; Section 5.1.8 shares). Disagreement: Section 5.1.8 says 64.9% of INs rely mainly on investment income one year after admission, Table F-2 prints 64.5%. Section 2.3.4 says 877 interviewed; Table D-1 uses 850.
