What the document holds
Canada Gazette Part I, 24 Jan 2015: (1) Ministerial Instructions Respecting the Immigrant Investor Venture Capital Class (14 Jan 2015): net worth C$10 million (or C$50 million in place of the education requirement), CLB 5, education, C$2,000,000 non-guaranteed payment transferred to BDC for venture capital, 75-day payment deadline, processing fees $1,050/$550/$150, intent to reside outside Quebec, effective 28 Jan 2015 to 27 Jan 2020, schedule of six designated due diligence firms; (2) intake instructions: applications 28 Jan-11 Feb 2015 or until 500 received, random draw until 60 complete applications, up to 60 approvals ("Sixty is the maximum number of investments"). The C$2,000,000 term and the launch event were already in the data; this pass adds the fee and net worth rules. Caps (500 applications, 60 approvals) are kept in the launch event, not as observations. The rest of the issue (environment, spectrum, insurance, Bank of Canada balance sheet) is out of scope. Rules restated from other sources are now recorded from this document too (decision 8).
