What the document holds
Gaceta extract (48 pages, scanned with a text layer) with the end of the preceding law (promulgated 3 Aug 2004), the full Ley General de Migración 285-04 (154 articles; passed by the Senate 22 Jul and the Chamber 15 Aug 2004, promulgated 15 Aug 2004) and the start of Ley 286-04 on primary elections (out of scope). In scope: investors as permanent residents with the amount left to regulation (art. 33(2)), first card 1 year then 4-year renewable cards (art. 75), definitive residence card after 10 years (art. 46), fees to be set by decree (art. 140, no amounts), regulation within 180 days (art. 153). No amounts or statistics. This pass added: the card validity, renewal and 10-year definitive-residence rules (3 rules) and the promulgation event. Note: the ledger and source title say 'promulgada el 3 de agosto de 2004', which is the preceding law's date; Ley 285-04 was promulgated on 15 Aug 2004 (p. 43), and the existing launch event's description repeats the 3 Aug date.
