What the document holds

Chapter 2 (Visa and Policies Branch) of the ImmD Annual Report 2023: visa policy narrative with cumulative or yearly counts for other schemes (GEP, ASMTP, IANG, TechTAS, QMAS, ASSG, labour importation, domestic helpers, students, dependants, one-way permits, certificates of entitlement), all out of scope. CIES paragraph: suspended since 15 Jan 2015; as at 31 Dec 2023, over 35,400 formal approvals and HK$316.9 billion cumulative investment (both already extracted). Dependants of CIES entrants are eligible for dependant visas, but the dependant-visa count is for all schemes (out of scope). New CIES paragraph: implemented 1 March 2024, investment of HK$30 million or more in stocks, funds, bonds etc. 'excluding real estate' (not added: the HK$30m threshold and the launch are already recorded from the LegCo brief and InvestHK; this report's 'excluding real estate' differs from the brief, which lets non-residential real estate count for up to HK$10m). Rules restated from other sources are now recorded from this document too (decision 8).
