L.N. 146 of 2025, MPRP (Amendment) Regulations (published 22 Jul 2025, English text): agents licensed directly by the Residency Malta Agency (qualifications, eligibility, EUR 500,000 professional indemnity cover, processing within six months, revocation, surrender; old licences valid to 31 Dec 2025); parents must not be in full-time employment; one-year renewable temporary residence permit while an application is processed; guidelines on use of the property during absences; per-dependant contribution abolished; new First Schedule (EUR 60,000 fee with EUR 15,000 on application and EUR 45,000 after approval in principle; EUR 7,500 per dependant other than spouse, minor or disabled child; EUR 37,000 contribution for owned or rented property); Third Schedule (EUR 5,000 annual agent licence fee); transitional rule applying the new fees to unconcluded applications filed after 1 Jan 2025.
