What the document holds
MBIE briefing 2122-1943 (16 Dec 2021) with the 2022 proactive-release coversheet; pp. 2, 9 and 11 are images (OCR'd). Contents: recap of the Aug 2021 AIP design ($25m, weightings, bonds for 12 months, IELTS, up to 40% philanthropy, 88 days over three years), proposals to lower the threshold to $15m with a 3x weighting for direct investment and a 50% listed-equity cap (straw-person Annex One, Annex Two on Crown entities), and the note that INZ processed Investor 1 and 2 applications only to a decision-ready point during the border closure until the High Court ruling of 22 Nov 2021 (already an event). All figures are proposals that never applied as such (the adopted settings are recorded from the 2022 Cabinet minute); no statistics. Nothing new to add. Rules restated from other sources are now recorded from this document too (decision 8).
