Has everything in it been taken?

Reviewed. Everything readable has been taken; what is left cannot be read as data (for example charts without printed values, or missing pages). We never estimate values from a picture.

What is left

Figures 2 (Investor 1 and 2 investment destinations 2017-2020, p. 8) and 3 (AIP investments by class at 12 July 2024, p. 9) are bar charts without printed values; Annex Three draft Cabinet paper (pp. 65-80) is withheld in full in the stored copy.

What the document holds

Proactive release (coversheet 3 March 2025) of three MBIE briefings on the AIP review (2324-4021 of 26 July 2024, BRIEFING-REQ-0002670 of 26 Sept 2024, BRIEFING-REQ-0004973 of 24 Oct 2024); the draft Cabinet paper (Annex Three, pp. 65-80) is withheld in full. In scope: Investor 1 and 2 lifetime investment and approvals by year 2009-2024, AIP investment totals and composition, first-two-years comparison, BERL follow-on estimate, NZTE acceptable-investment applications (recorded earlier); Annex One history of Investor 1 and 2 settings and Annex Four current AIP settings. This pass added the Annex Four AIP settings as restated rules (threshold, weightings, minimums and maximums, caps, four-year period, 50% in 18 months, initial transfers, 18- and 36-month milestones, 117 days, IELTS 5.0, NZTE check-in within 12 months), the Annex One Investor 1 and 2 settings (amounts, periods, 400 cap, presence including the 438-day alternative with NZD 750,000 growth investment), and the average time from nomination to investment (about four months) under a proposed indicator. The 2025 redesign options (Growth/Balanced/Conservative variants, days, English, transfer periods) are proposals, not rules in force, and are not recorded as rules; out of scope: total foreign investment, bond market size, Entrepreneur and Global Impact visas, competitor countries.
