In scope only: p. 40 (Ministry of Commerce, Industry and Investment Promotion, audit of the Invest Easy services centre 2022-2023): 378 workers in low-skill occupations obtained investor residence after changing their residence permit to 'commercial partner' (added as a number; already an event), and foreign investors using the exemption from the OMR 3,000 three-yearly commercial-register fee to obtain residence without real investment capacity; p. 31 (Labour, Dhofar 2022): work-licence applications for 'commercial partner, chairman, CEO' of people meeting the 5- or 10-year investor residence programme conditions were suspended pending checks on the investor's seriousness (undated corrective action, so no event); p. 41: 52 investors left the commercial register without their foreign-investor incentives being withdrawn (incentives, not residence; not added). Everything else is out of scope.
