What the document holds
Constitutional Court ruling 1133/2025 of 15 Dec 2025 on preventive review (requested by 50 MPs; filed 19 Nov 2025) of Decree 17/XVII amending the Nationality Law: strikes four norms (art. 6(1)(f), second part of art. 9(1)(a), art. 12-B(3), and the retroactive art. 7(3)-(4)) and upholds the rest, including the longer residence periods (7 years CPLP/EU, 10 years others) and the end of counting from the permit application. No numbers about the ARI programme; the only figure is about 400,000 pending regularisation cases at AIMA, quoted from Council of Ministers Resolution 87/2024 (general immigration, out of scope). The ruling is already an event; the residence-period rules are recorded as events from the law that followed (LO 1/2026). Nothing added.
