What the document holds
Report of the Turks and Caicos Islands Commission of Inquiry 2008-2009 (Sir Robin Auld, 31 May 2009, 266 pp.) into possible corruption by elected members: governance, Crown Land, public contracts, political donations, payments to named ministers, aircraft, casino, recommendations (interim direct rule, criminal sanctions, integrity, Crown Land, constitution). In scope only the immigration parts: statutory scheme of Belongership, Permanent Residence Certificates (incl. investment in a business or home) and permits (paras 3.64-3.66), complaints of PRCs and Belongership granted for bribes (3.67, already an event), 2004 Immigration Review Commission (3.70-3.74), recommendation to remove ministers from grants (3.75, 5.x, rec. 62), Belonger status granted to a golf-course developer (4.95), Immigration Department inefficiency and waived work permits for developers (4.235-4.237). The report gives no counts of PRCs or Belongerships granted and no programme money figures; the dollar figures in it concern Crown Land, loans and payments to ministers and are out of scope. Immigration fees as almost 10% of recurrent revenue 2005/06 (para 3.81) cover all work permits and immigration fees, not the investor routes, so not recorded.
