What the document holds

Full text of Taiwan's Hong Kong and Macao Relations Act (62 articles, as amended 12 Jan 2022): definitions of Hong Kong and Macao residents, art. 12 (residence and settlement under Interior Ministry regulations, with an optional annual quota but no number), deportation and detention rules, art. 14-2 (overstay under 30 days: settlement period reduced by one year), trade, investment, transport, finance and penalty provisions. Investment by Hong Kong or Macao residents in Taiwan follows foreign-investment rules (art. 31); the investment amounts for residence are in the separate regulations, not here. Out of scope: detention periods, shipping, aviation and general fines (the NT$2,000-10,000 overstay fine is general, not tied to the investor route). This pass added 1 rule (art. 14-2 settlement deduction).
