What the document holds

Order of the US District Court, N.D. Cal. (24 June 2022, 14 pages) in Behring Regional Center LLC v. Mayorkas granting a preliminary injunction: USCIS may not treat regional centers designated before the EB-5 Reform and Integrity Act of 2022 as deauthorized (already an event). Programme numbers: more than 600 regional centers operating as of 2021 / '600-plus' when the Act took effect (now extracted once, as of 2021). The six-month non-binding target for deciding new I-956 applications is extracted as a processing-time target (status budget). Rules and dates restated (pilot programme of 1992 with a 1997 sunset, lapse June 2021, Act effective 15 March 2022, authorisation to September 2027) are already in the programme notes and events. Out of scope: 'over 100 regional centers' represented by an amicus seeking to intervene (case-level), case-management dates. Rules restated from other sources are now recorded from this document too (decision 8).
