What the document holds
DHS OIG investigation report (24 Mar 2015, 99 pages) into employee complaints about Director Mayorkas's handling of EB-5 matters: summary, background on the programme and petition process, three case narratives (LA Films, Las Vegas/SLS, Gulf Coast), timelines (Appendices A-B) and Mr. Mayorkas's 32-page statement (Appendix C, a scan). Programme numbers, all now extracted: about 641 regional centers approved at 2 Mar 2015; FY2012 I-526 petitions filed (6,041) and approved (3,677) and I-829 approvals (736) - all three match the USCIS data already in the dataset; USCIS wait times at January 2015 (I-526 14.2, I-829 12.3, I-924 11.7 months); more than 700 regional center applications 'in the three years in question' (years not stated); regional-center fees of $25,000-$50,000 per investor; and, as a rule, the $6,230 regional center application fee charged from the 2010 fee rule (Appendix C). Event added: Immigrant Investor Program Office opened 6 May 2013 (the report itself is already an event). The $500,000 / $1 million minimum and the 10-job requirement are restated background, already in program_terms from primary sources. Out of scope: case-level figures (more than 200 LA Films III petitions, 240/249 LA Films IV petitions, about 230 SLS investors of whom 47 had filed by 23 Jan 2013, Gulf Coast $555,000 units), investigation statistics (about 50 interviews, more than 40,000 call records, more than 15 witnesses), and USCIS-wide figures (about 19,000 staff, 223 offices, 6,100 green cards and 3,200 naturalisations a day, 2007 fee rise of about 86%). Rules restated from other sources are now recorded from this document too (decision 8).
