Report of the Visa Office 2006, Table VI: preference immigrant visas issued abroad (consular issuances only) subject to numerical limits, FY2006, by foreign state of chargeability (every country and dependent area, with dependent-area TOTAL rows where printed, region totals and grand totals). EB-5 columns: 5th Employment Creation, 5th Target Employment Areas, 5th Regional Pilot Program, 5th Regional Target Areas, 5th Total. Extracted: the 5th Total for every row (including zeros), and the four class columns for every row whose 5th Total is not zero and for every TOTAL, region and grand-total row; rows with 5th Total 0 print 0 in all four class columns, so those zero class cells are not recorded separately. Checks: each row's four classes add to its 5th Total; countries add to each printed region total; dependent areas plus the parent add to each printed TOTAL; the six regions add to the grand total (502). All add up. Out of scope: family preferences and employment preferences 1st-4th, plus employment and grand totals and a Schedule A column.
