What the document holds
DHS/USCIS proposed rule "EB-5 Immigrant Investor Program Modernization / integrity" (91 FR 40676, 2 July 2026), with regulatory impact analysis and initial regulatory flexibility analysis; the PDF has image pages for most tables. Recorded earlier (112 rows): filing volumes FY2018-FY2025, approvals and investment FY2016-FY2021, pending petitions, staffing costs (Table 10), site visits (Table 13 and text), regional centers, entities, visa set-asides, processing goals. Now recorded: annualized cost ranges (3% and 7%, text and Table 4) and the undiscounted ten-year average; Table 3A provision estimates; per-provision cost detail (biometrics, priority date retention, rule familiarization, site visits public and private, regional center audits) and Table 12; Table 14 in full (all nine sub-tables: undiscounted low, mid and high with yearly rows, Sum and Avg; 3% and 7% discounted low, mid and high with yearly rows, Sum and Annualized; read by eye from page-image crops in pass extract-cbi-eb5-t14-2026-10-10); IPO staffing (229 required, 97 authorized, 132 sought); 640 regional centers used in the analysis; 5,577 current businesses and projected entities; site-visit statistics (officer hours mean 14.8, median 12.6, range about 2-68; 73 days to determination; officer-number and compliance shares; virtual checks); small-entity analysis Tables 16-18 and 20 (revenue, investors per regional center, income, small-entity counts and shares), integrity-fee tiers, capital per project over 1,402 projects (programme and blended). Not recorded as out of scope: Table 11 (BLS wages of twenty occupations) and other model inputs (wage rates, commute times and speed, mileage rate, reading speed, filing fee arithmetic), and the sample-construction counts of the small-entity searches (339 matches, 173 non-classifiable, 166, 32, 198, 241, 400, 111, 42, 13, 56, 885, Table 19 filtering steps, 433), which describe the matching method rather than the programme. Table 15 (PDF p. 88, "Summary of Clarifying Definitions and Procedural Updates") is a list of definitional areas with no figures; the text on p. 87 that says Table 15 reports total ten-year monetized impacts is a wrong cross-reference (those totals are the Sum rows of Table 14). Printing errors in Table 14, recorded as printed and flagged in notes: the biometrics column of the 7% mid-range sub-table (printed as a second "14.b.vi") repeats the 3% values; the 3% high-end FY 2033 row prints site visits as $1.10 (probably 1.99) and regional center audits as $1.350.
