Executive Order 14351 (The Gold Card): purpose; gift of USD 1 million (individual) or USD 2 million (corporation) to the Department of Commerce treated as evidence for EB-1/EB-2 classifications; gifts deposited in a separate Treasury fund; implementation within 90 days; agencies to set processing, maintenance and transfer fees and to consider expanding the Gold Card to EB-5 (8 U.S.C. 1153(b)(5)).
