What the document holds
Boletín Oficial page for DNU 366/2025 (28 May 2025, published and in force 29 May 2025): a broad reform of the Migration Law 25.871 (permanent residence conditions, impediments, expulsions, fees for health care and university studies for non-residents, education), the Higher Education and National Education laws, and the Citizenship Law 346. Programme content (Title III, arts. 37-43, and arts. 45-46): naturalisation for a 'relevant investment' regardless of residence, defined by the Ministry of Economy; creation, powers and director of the Agencia de Programas de Ciudadanía por Inversión (incl. annual publication of investments received); naturalisation moved from the courts to the Migration Directorate. Recitals give the passport's visa-free access (more than 170 countries) and US deportation figures (out of scope). Ordinary naturalisation becomes 2 years' continuous residence with no trips abroad, age 18+ (general naturalisation, not the programme). No investment amount. The creating provision was already an event; added the visa-free figure and the annual-publication duty.
