About this data
Numbers, rules and events about programmes that give people citizenship in return for an investment or a donation: how many applied and were approved, how much money came in, what it costs and how the rules changed, taken from the documents we collected. Each row points to the document, the page and the exact words it comes from, with a label saying what kind of figure it is (a final figure, an estimate, a budget target, a claim…). Sources that disagree are kept side by side; nothing is corrected or filled in by us.
Who made it and how
Collected and checked by Oscar Leo from official documents (laws, government reports, budgets, IMF and EU documents), with news and industry sources only where nothing official exists, clearly labelled. Every row carries its document, page and verbatim quote.

What you see here
- Numbers we would have had to work out ourselves are left out.
- Sums we calculated from official records are labelled “calculated by us from official records”.
- Numbers a document states only in words are shown in words (“stated as none”).
- Numbers whose unit is not printed carry a warning.
Citizenship and residence by investment are built from the same tables; sources, the review ledger and the change history are shared.
Tables
Explore a table in the browser, or download it whole. Filtered downloads are on each table’s page.
- NumbersOne row per number a document states: applications, approvals, money raised, permits by nationality. The same thing reported by two documents is two rows.
- ProgrammesOne row per programme: country, name, when it started and ended, and its status today.
- Rules and pricesWhat each programme costs and requires, one row per rule and period of validity, as each document states it. Opens on prices and minimum investments; fees, time limits and other conditions are one filter away.
- TimelineLaunches, price and rule changes, court cases and other events, one row per event with its date.
- SourcesEvery document the other tables cite, with a link to the original, an archived copy, and our stored copy where we may share it. Also says how fully each document has been extracted.
Large tables download as compressed CSV (.csv.gz). To open one in a spreadsheet, unpack it first: double-click it on a Mac, or use 7-Zip on Windows. pandas, R and most data tools read it as it is.
Where sources disagree
In 1,313 cases documents give different figures for the same thing (4,409 figures in all). They are kept side by side, not resolved: each figure keeps its source, its label and the exact words.
- Publishers disagree 65
- Revised by the publisher 326
- Forecast vs outcome 870
- Two values in one document 52
Coverage and known gaps
These are the programmes and numbers taken from the documents we collected. That is not everything that exists, and not every document has been fully extracted: a ledger records, document by document, how much has been taken and what is left, so nothing is presented as complete when it isn’t.
- Fully extracted: 578
- Partly extracted: 22
- Context only: 8
- Not reviewed: 2
Documents cited by this dataset, by how fully they have been extracted.
Where the whole collection stands (as of 2026-10-11, evening)
- Sources: 1,686, of which 1,681 have a stored copy (news and industry copies are kept locally for checking and not published). Data: 133,546 numbers, 6,563 rules, 1,604 events; 186 programmes in scope (44 citizenship, 142 residence) in 107 countries and territories. Programmes marked out of scope (METHODOLOGY decisions 15 and 18) are kept and not shown.
- Stored documents reviewed: 1,681 of 1,681 (1,615 complete, 36 not applicable, 30 partial). Of the 30 partial documents, 29 are partial only for things that can never be extracted (to_do starts "Not extractable:", METHODOLOGY decision 17: charts without printed values, pages missing from the only copy, paywalls, unreadable scans), and 1 has an optional extra calculation left.
- Sources with no stored copy: 5 (a CAPTCHA or bot check we don't get around, a dead site, a refused connection). They stay
not_reviewed. - Quote check (11 October, 141,713 quoted rows): 100,209 match the document word for word, 21,476 as a table row, 3,131 cell for cell in spreadsheets; 12,573 rows whose quote isn't verbatim were confirmed by a blind second reading and 327 by eye on the page; 3,989 are calculated figures (decision 1) whose recipe was recalculated. 7 rows come from sources we don't store and 1 document has no readable text.
- Blind second reading: 40,036 of 133,546 numbers (30%): all headline totals without a split, the top three in every nationality, route and category table, every newsletter number, every number whose quote couldn't be matched, and samples of the rest. 39,036 agreed at once; the other 1,000 were ruled after a third look at the page (
data/second_read_resolutions.csv). 4,639 rules (minimum amounts, fees, periods) were read the same way (data/second_read_terms.csv). Where the first reading was wrong it was corrected throughdata/corrections.csv. - Limit: for scanned documents the stored text is itself OCR, so a matching quote confirms the wording but not every digit; the second reading covers the scans the checks lean on, not all of them.
- Recurring publications:
data/recurring.csvlists 87 report series and when each is due;docs/UPDATES.mddescribes the routine.
What this does and doesn’t mean
completemeans everything in scope was extracted.partialdocuments still hold things we didn't extract; theto_dosays what.- The dataset holds every programme we found, not every programme in the world. Leads still open are in
docs/GAPS.mdand the research inbox files. - Documents we don't store are not reviewed, so the dataset says nothing about what they contain.
Documents with contents that can never be extracted (22)
Charts without printed values, missing pages, paywalls or unreadable scans. We never estimate values from a picture.
- Antigua and Barbuda Citizenship by Investment Unit Six-Monthly Report, 1 July to 31 December 2023the page of the country-of-birth table with the rows Afghanistan to Italy is missing from the stored PDF (183 of 443 period applications and 1,949 of 4,464 since inception are unaccounted for); the pie chart labels Canada without a share. A complete copy of the report would be needed (Not downloaded: no web access in this pass).
- Antigua and Barbuda: 2025 Article IV Consultation-Press Release and Staff Report (IMF Country Report No. 25/96)the charts 'Revenue and Spending for ECCU-6 (2023)' (PDF p. 15) and 'Total Revenue (2023)' (Annex V, PDF p. 56) plot CBI revenue in percent of GDP for ATG, DMA, GRD, KNA, LCA and VCT without printed values; reading them would mean estimating bar heights.
- Правосъдното министерство предлага отмяна на гражданството срещу инвестицииthe rest of the article is behind the Capital paywall in the stored copy (not bypassed), so whatever it contains is not read.
- EU gives OECS countries deadline to phase out CBI programmesthe rest of the article is only in the subscriber e-paper ("Click here to subscribe to read the full article in the E-paper!"); paywalled, not in the stored copy.
- الأسئلة المتكررة (FAQ)the pager counts 15 items but pages 1 and 2 together show only 11 different questions (page 2 repeats four page-1 items, identical on four fetches on 2026-10-10); up to four items are unreachable through the site's pager and there is no other listing in the stored copies. Re-check later (or the English version of the site).
- Tier 1 (Investor) route: investment thresholds and economic benefitsFigures 2.1-2.6 (quarterly visas, ages, in-country grants) are charts without printed values.
- Avenues for EU action on citizenship and residence by investment schemes: European added value assessment (PE 694.217)charts without printed values: Figures 3-6 and 9 (main text) and Figures 1-13 (Annex II), e.g. minimum investment by country, investment by year, approvals by year and region.
- Eastern Caribbean Currency Union: Selected Issues (IMF Country Report No. 25/105)charts with no printed values - Figure 1 CBI government revenues % of GDP 2014-2025 by country, aggregate CBI government revenues EC$ millions 2014-2025, budget reliance (non-CBI balances 2023), CBI minimum qualifying investment pre/post MoA (US$, bars), CBI programme demand (applications received 2014/15-22 average, 2023, 2024H1, bars; source European Commission 2024).
- Digital Nomads: Africa enters the golden passport market as the world tightens rulesthe stored copy is an excerpt with '[…]' cuts; the full TechCabal article (https://techcabal.com/2026/02/14/more-african-countries-are-selling-citizenship/) is not stored and was not fetched (no web access in this pass), so any figures in the cut passages cannot be read.
- European Getaway: Inside the Murky World of Golden Visasthe PDF p. 17 chart of top-5 nationalities per country (figures such as Latvia 12,097, Spain 7,118, Bulgaria 75) identifies nationalities only by colour, which the stored copy's text cannot attribute; reading it would mean guessing from colours.
- Interim Evaluation of the Immigrant Investor Programme ('IIP')charts without printed values: Fig. 3.1 approved amount by year, 3.2 option shares by year, 3.3 enterprise breakdown by sector, 3.4 projects by county, 3.5 by region, 3.6 applicants by age, 3.7-3.9 agent survey, 2.2 international comparison; values could only be estimated from bar heights.
- Review of the Immigrant Investor Programme - Phase One (social and economic analysis), final reportthe appendix table on PDF p. 32 (supplement to the RBI/CBI map: scores by country) is unreadable in text recognition (OCR) (symbols only); the EPRS scatter chart (EY p. 22) prints no values beyond those stated in the text.
- Citizenship by Investment Programme Saint Lucia: Annual Report 2016-2017the monthly bar chart of applications received (p. 6) has no legible printed values.
- CIP Saint Lucia Annual Report 2017/18the granted-by-country chart (p. 18) prints no bar label at Thailand's position (the printed labels sum to 187 of 188 granted), so Thailand's count is not printed anywhere in the report.
- CIP Saint Lucia Annual Report 2020-2021on the maps on p. 20 (applications received) and p. 22 (granted), only labelled countries print a count (14 labels, sum 271 of 408; 16 labels, sum 257 of 313; all recorded); shaded countries without a label (e.g. United Kingdom, France, Nigeria on p. 20) have no printed count. The monthly granted/denied charts (p. 24) print no values (the alien landholding charts on pp. 25-26 are out of scope and also unlabelled).
- CIP Saint Lucia Annual Report 2021-2022the quarterly received/granted/denied charts (pp. 23-24), the processing-time gauge (p. 23) and the cash-disbursement chart (p. 14) print no readable values.
- CIP Saint Lucia Annual Report 2022-2023(1) the map on PDF p. 25 (printed p. 20) prints counts only for labelled countries (27 countries, sum 330 of 544 granted; all recorded); shaded countries without a label have no printed count, and the region ranking 01-05 prints no numbers; (2) the staff growth figure is printed as 'grown by 00%' (a placeholder in the source), so no number can be read.
- Citizenship by Investment Annual Report 2023-2024: Rooted in Integrity, Growing with Purposethe Exiger 'DD orders by month' line chart, the FACT monthly chart (Chart 1.2) and the revenue and operating-expense bar charts on pp. 22-23 have no printed values.
- FATTI: EUR 1.4 Billion From Malta's Golden Passport Sales Was "Invested In The People"the chart 'Figures provided by Prime Minister Robert Abela to Parliament in July 2024' (per-project commitments and disbursements) is an image with no text in the stored copy.

- Vanuatu: 2015 Article IV Consultation and Request for Disbursement under the Rapid Credit Facility and Purchase under the Rapid Financing Instrument (IMF CountrFigure 1 (PDF p. 45, government revenue generated by the HKPR programme 2011-2014, percent of GDP) is a bar chart with no printed values; values could only be estimated from bar heights.
