Reviewed. Everything readable has been taken; what is left cannot be read as data (for example charts without printed values, or missing pages). We never estimate values from a picture.

What is left

Charts without printed values: Fig. 3.1 approved amount by year, 3.2 option shares by year, 3.3 enterprise breakdown by sector, 3.4 projects by county, 3.5 by region, 3.6 applicants by age, 3.7-3.9 agent survey, 2.2 international comparison; values could only be estimated from bar heights.

What the document holds

Department of Justice (IGEES) interim evaluation of the IIP, data to end-March 2017 (48 pp.): applications and amounts by year, place of residence, option shares, family make-up, 2016 approvals and dependants, staff costs and fees, enterprise investments, jobs, economic benefit, recommendations, agent survey, evaluation committee (recorded earlier); plus a review of comparable schemes (Table 2.1, Table 2.2, Figure 2.2 and an appendix country table). This pass added: the IIP option terms of Table 1.1 and section 1.3 and the 2017 changes (EUR 1 million enterprise and fund options, EUR 1,500 fee) as restated rules and an event; the 'less than 1%' of approved investments withdrawn; the text county and region shares of proposed projects (Dublin and Meath about 14%, Limerick and Tipperary just over 8%, Kerry 6%, Leinster incl. Dublin over 50%, Munster just over 35%); about six applicants per project; an average of two dependants; IIP about 0.5% of non-EEA residence permissions and about 0.02% of active enterprises; and, decided now under the extract-everything principle, the other countries' figures: Table 2.2 'activity' 2012-2016 for UK Tier 1, US EB-5, Portugal and Quebec (proposed indicator programme_activity_count, since the measure is undefined), the UK 82% fall in applicants and 510+ applications in 2014-Q4, Portugal ~80% and EB-5 ~78% Chinese, the terms tables for UK, Quebec, Netherlands, Australia, New Zealand, Portugal, US, France, Malta and Cyprus (Table 2.1 and the appendix table) as secondary rules, the Quebec quotas, and events (Hungary suspension April 2017, Portugal's mid-2015 pause, the UK GBP 2m rise in November 2014). Out of scope: general context figures (ISIF, EFSI, FDI, non-EEA resident totals, enterprise finance) and Table 6.3 staffing norms from outside sources.
