Has everything in it been taken?

Not extractableReviewed 11 Oct 2026

Reviewed. Everything readable has been taken; what is left cannot be read as data (for example charts without printed values, or missing pages). We never estimate values from a picture.

What is left

The charts 'Revenue and Spending for ECCU-6 (2023)' (PDF p. 15) and 'Total Revenue (2023)' (Annex V, PDF p. 56) plot CBI revenue in percent of GDP for ATG, DMA, GRD, KNA, LCA and VCT without printed values; reading them would mean estimating bar heights.

What the document holds

IMF Country Report 25/96 (Apr 2025): press release, staff report, Tables 1-8, annexes (past advice, external sector, DSA, risk matrix, ECCU revenue/spending comparison, firm productivity, data adequacy). Programme content: 'o/w CIP revenue' 2020-2029 in Tables 4a (EC$m) and 4b (% of GDP); CBI share of total revenue 2023 (9.4%); 2025 CIP inflows 'slightly over 1 percent of GDP' (same as Table 4b); higher investment thresholds and CIP Unit/FIU cooperation; regional CBI agreement (undated, already in events). This pass added the Annex V figures for non-CBI total revenue 2023 (15.9% of GDP; ECCU average excluding Antigua 24.6%) under a proposed indicator. Out of scope: macro, fiscal, BoP and other ECCU tax figures.

About the document

What it covers CIP revenue 2020-2024 (2024 est.) and projections 2025-2029; annex comparing revenue with ECCU peers (CBI share of total revenue 2023)

Notes Central government operations table has an 'o/w CIP revenue' line under capital revenue (EC$ million and % of GDP). Historical columns come from the country authorities. The IMF does not define the line precisely in these tables; the 2014 report footnote says it is 'CIP processing fees and NDF contributions collected by central government'. Copy downloaded via the Wayback Machine (imf.org blocks scripted downloads). The annex sentence 'In 2023, total revenue was 1.7 percent of GDP' is an evident typo in the source.
