What the document holds

IMF 2014 Article IV and second post-program monitoring staff report (Country Report 15/189, 89 pp.): macro, fiscal, banking (ABI Bank resolution), debt sustainability, statistical annexes. CIP content: Table 2 (cash finances 2013-15, CIP line incl. 2014 halves), Table 3 (CIP revenue EC$m 2014-2020), Table 4 (% of GDP 2014-2020), DSA annex average of about 1.9% of GDP, comparison with St. Kitts (more than 10% of GDP), recommendations (use CIP revenue for arrears and debt, transfer application fees retained by the CIU to the treasury; CIP Act bars recurrent spending). Rows already in data: 2014 63.7 / 1.9%, 2015 116 / 3.4%. Added: 2013 0.0%, 2014 H1/H2, 2016-2020 projections in EC$ and % of GDP, the DSA average and the St. Kitts comparison. Not extracted: Table 3's rounded 2014 value 64 and Table 2's 2015 116.0/3.4 (same indicator and period as existing rows); the July 2014 bond placements of about EC$39 million to MBS, PDVCAB and the NDF together (no NDF share given). Everything else (growth, debt, banking, other revenue) is out of scope.

About the document

What it covers CIP revenue 2014 (prel.) and projections 2015-2020; governance concerns about the CIP

Notes Central government operations table has an 'o/w CIP revenue' line under capital revenue (EC$ million and % of GDP). Historical columns come from the country authorities. The IMF does not define the line precisely in these tables; the 2014 report footnote says it is 'CIP processing fees and NDF contributions collected by central government'.
