What the document holds
Budget speech, 4 December 2025: 2025 review, 2026 priorities and estimates. Programme content: 2025 non-tax revenue includes EC$157m from the CIP (already in data); CIU surplus funds mentioned within EC$48m 'dividends and surpluses' with no separate amount; 2026 non-tax revenue includes '$120 million in CIP receipts and surpluses from state-owned enterprises' (already in data, ambiguity noted on that row). The speech refers to appendices with full estimates, but they are not in this stored copy (ends at p. 51). Everything else is out of scope.
