What the document holds

Bill file 47-202-01-2 sent to the National Assembly (cover letter dated '18.01.2021', evidently 2022; Council of Ministers Decision No. 12 of 14 Jan 2022; draft law; motives). Draft: repeal arts. 12a and 14a, related amendments, and a transitional rule that pending applications be decided under the old rules (the law as adopted instead terminated them). Motives: Commission report of 23 Jan 2019; residence periods before naturalisation (5 years art. 12a, 1 year art. 14a, 3 years for the investor's spouse) while investors stayed only days or weeks; most applicants held government securities or trust deposits over BGN 1 million, raised to BGN 2 million, often sold before naturalisation; checks hindered by bank and tax secrecy; the 2019 government bill and Parliament's 2021 choice to keep the scheme with more control; Commission letter of June 2021; no budget impact. The annexes listed (impact assessment, consultation reports) are not in this file. No statistics. Bill approval was already an event; residence periods, the BGN 1 million thresholds and three dated events now added.

About the document

What it covers Government bill repealing arts. 12a and 14a (citizenship for investors), the Council of Ministers decision approving it, and the reasons: investments found to have been sold before naturalisation, minimal residence, Commission letter of June 2021.

Notes Word file from the parliament's bills archive. The cover letter is dated '18.01.2021 г.', an evident typo for 2022 (the Council of Ministers decision is of 14 Jan 2022 and the file was created 18 Jan 2022). The memorandum gives no counts of investor naturalisations. Its transitional § 5 would have let pending applications be decided under the old rules; the law finally adopted terminated them instead.
