The only programme content is MEFP para 17: 2009 domestic revenue plan includes exceptional ECP revenue of 0.8% of GDP (already in the data, status budget) plus 0.3% of GDP from new biometric passport sales (ordinary passports, not the programme). Gulf bilateral assistance and Kuwait/UAE creditor lines are not about the programme. Nothing further in scope.
