What the document holds
European Commission press release IP/22/2068 (6 Apr 2022): reasoned opinion to Malta; Cyprus paragraph says Cyprus stopped processing applications and as of 15 Oct 2021 revoked the citizenship of 39 investors (row and event already recorded); Bulgaria's parliament approved ending its scheme on 24 Mar 2022 (Bulgaria's final vote is already an event, dated 2022-03 from another source); Malta's original scheme near its cap of 1,800 successful main applicants (cap already recorded for Malta from other sources) and suspension for Russian/Belarusian nationals on 2 Mar 2022 (already an event). Nothing further to add. Rules restated from other sources are now recorded from this document too (decision 8).
