What it covers All 6,779 exceptional naturalisations from 11 Jul 2007 to 17 Aug 2020: legal framework and every Council of Ministers criteria change (ch. 2, with naturalisations per criteria period), methodology, roles of ministries, providers and banks, high- and low-risk file reviews, conclusions and recommendations on deprivation (ch. 20).

Notes The brief calls this the 'Nicolaou' report; the chair is Myron Nikolatos (Νικολάτος), former President of the Supreme Court, and the file is named 'NICOLATOU COMMITTEE'. Dated 7 June 2021 and released by the Attorney General on 22 June 2021 with many pages blacked out. 786 PDF pages; text layer is usable. The pio.gov.cy original now returns 404; the copy in raw/ was taken from the Wayback Machine snapshot of 24 Jun 2021. Page references are PDF page numbers; printed page numbers are two lower. Numbers come from Ministry of Interior data put before the committee. Committee member Kyriakou and financial commissioner Ioannou recorded dissents on parts of the method.
