Budget Address 2015-2016

Budget address for FY2015/16 (35 pages): world and Dominica economy, FY2014/15 fiscal outturn, 2015/16 estimates (tables of revenue, expenditure by ministry), sector policies. Programme content: budgeted CBI revenue of EC$70.0 million within non-tax revenue for FY2015/16 (p. 12, already recorded); real-estate option hotel projects (p. 21: Range/Kempinski 160 rooms at Cabrits, two projects approved in principle - Picard 201 rooms and Grand Savanne 73 rooms - and three more under review incl. a 90-room Soufriere hotel); jobs rationale (p. 25); CBI reforms and announced new contribution schedule and fees (pp. 26-27, recorded as terms and an event). Non-tax revenue totals (p. 11, Table 2) are not CBI-specific and are out of scope. Room counts and the two projects approved in principle are recorded (new indicator cbi_project_hotel_rooms proposed); the 90-room Soufriere hotel is only "being reviewed" (not approved) and the Cabrits Hotel Resort and Spa (68 rooms) is funded by Morocco and the Government, so neither is recorded.
