About the document
What it covers Legal basis of the current programme: replaces Art. 4 bis of the Nationality Law (Prime Minister may naturalise foreigners who buy state-owned property, set up an investment project under Investment Law 72/2017, or deposit foreign currency as non-refundable revenue or as a deposit at the Central Bank); adds Arts. 4 bis 1 (Cabinet unit to examine applications) and 4 bis 2 (USD 10,000 application fee, 3-month preliminary decision, 6-month temporary residence); repeals the 2018 deposit-residence article (Art. 20 bis of Law 89/1960). Issued 30 Jul 2019.
Notes Law firm transcription, not a Gazette scan; the page title wrongly calls Law 89 'of 2018' (the body says 1960). Some press reports call this law 'No. 190 of 2019'; the Cabinet's own programme website (egy-ecu-about-2026) and Al Jazeera (egy-aljazeera-opinion-2023) say No. 140 of 2019, as here. Gazette publication date not verified.
