Internal staff whistleblowing: 15 concerns (PDF p. 162). Out of scope: everything else in the report (tax receipts, compliance yield, customer service, workforce, accounts). HMRC's internal staff whistleblowing ('Our approach to whistleblowing') counts concerns raised by HMRC employees under its own policy, not informants or the reward scheme, so they are not recorded.
