Charts and country summaries: Paid to blow the whistle on oscarleo.com
About this data
Numbers, rules and cases from programmes that pay whistleblowers a reward, usually a share of the money recovered or the fines imposed: how many tips they receive, how many awards they pay and how much, how much money those cases bring in, the rules that set the reward, and the individual awards and settlements. Every number points to the document, the page and the exact words it comes from. Whistleblowers are named only when they went public themselves or a court or agency published the name.
Who made it and how
Collected and checked by Oscar Leo from official documents (laws, government reports, budgets, IMF and EU documents), with news and industry sources only where nothing official exists, clearly labelled. Every row carries its document, page and verbatim quote.

What you see here
- Numbers we would have had to work out ourselves are left out.
- Sums we calculated from official records are labelled “calculated by us from official records”.
- Numbers a document states only in words are shown in words (“stated as none”).
- Numbers whose unit is not printed carry a warning.
Tables
Explore a table in the browser, or download it whole. Filtered downloads are on each table’s page.
- NumbersOne row per number a document states: tips, awards, money collected, cases. The same thing reported by two documents is two rows.
- Cases and awardsOne row per award or case as a document describes it. Settlements a document does not tie to a whistleblower are marked “not stated”.
- ProgrammesOne row per programme: country, name, when it started and ended, and its status today.
- Reward rulesHow each programme sets the reward (minimum and maximum share, thresholds, caps), one row per rule and period of validity.
- TimelineLaunches, price and rule changes, court cases and other events, one row per event with its date.
- SourcesEvery document the other tables cite, with a link to the original, an archived copy, and our stored copy where we may share it. Also says how fully each document has been extracted.
Where sources disagree
In 608 cases documents give different figures for the same thing (2,149 figures in all). They are kept side by side, not resolved: each figure keeps its source, its label and the exact words.
- Publishers disagree 232
- Revised by the publisher 317
- Two values in one document 59
Coverage and known gaps
These are the programmes and numbers taken from the documents we collected. That is not everything that exists, and not every document has been fully extracted: a ledger records, document by document, how much has been taken and what is left, so nothing is presented as complete when it isn’t.
- Fully extracted: 522
- Partly extracted: 30
- Not reviewed: 21
- Context only: 1
Documents cited by this dataset, by how fully they have been extracted.
Where the whole collection stands (as of 2026-10-09)
- Sources: 582, of which 558 have a stored copy.
- Stored documents reviewed against their full contents: 558 of 558 (523 complete, 33 partial with a written to-do, 2 not applicable). Not yet reviewed: 0 stored documents.
- Sources with no stored copy: 24. They stay
not_revieweduntil a copy is fetched. - The review was done document by document between 8 and 9 October 2026; the log is in
../cbi/reports/overnight-2026-10-08.md.
What this does and doesn’t mean
- Every number has a location and a verbatim quote, checked automatically against the stored copy.
- A blind second reading by a different model covers a sample, not every number: 1,683 of 17,845 numbers. Every difference it found is ruled (
data/second_read_resolutions.csv). completemeans everything in scope was extracted.partialdocuments still hold things we didn't extract; theto_docolumn says exactly what (charts without printed values, unreadable scans, items waiting for a decision on scope).- Documents we don't store are not reviewed, so the dataset says nothing about what they contain.

- Update on the OSC Whistleblower Program 2016 to 2022Bar chart of annual tips FY2018-FY2022: the bar values are not printed in the text or alt text, and the image is not stored (only alt text in the HTML); fetch the image (/sites/default/files/.../Whistleblower Report Tips Bar Graph v4...) and read the values if printed. Highlights image alt text is cut off in the source after the fourth highlight, so the fifth highlight is unknown. Not extracted for want of an indicator (needs a decision): tip growth rates (17% average annual increase from FY2018; 89% more tips in FY2022 than FY2018) and outreach (approximately 7,000 individuals reached through more than 100 presentations).
- [공익신고자 보호법 시행 9년] 보상ㆍ포상금 101억 원, 국가환수 1,370억 원The second table image "공익침해행위 분야별 보상금 지급실적" (unit: 건, 천원; https://www.acrc.go.kr/acrc/upload/20200928092908_57093.jpg) is not stored in raw/, so its exact values (in thousand won) could not be read; only the text figures by sector were recorded. Download the image and extract the table.
- 국민권익위, 부패·공익신고자에게 보상·포상금 367억 원 지급The release says it has 4 pages including 2 attached pages (붙임 2쪽); the stored HTML page carries only the body text. The attachment pages are only in the.hwp file, which is not stored: download the.hwp attachment and extract its tables if they hold figures.
- 부패‧공익신고자, 1분기 동안 보상금 8억2천만원 받았다Two pie charts on PDF p. 1 (images, no text layer: '분야별 보상금 지급 건수' and '분야별 보상금 지급액') give the count and amount for every area, including the small slices the text does not list (e.g. 의료, 기타, 환경국토). text recognition (OCR) with kor+eng (labels isolated by colour, 2x scale) reads the large slices that match the text but cannot reliably tie the small labels to their values (e.g. '억' read as digits, labels outside the pie lost). Read the charts by eye and add the remaining slices.
- 국민권익위, 부패‧공익신고자에게 올해 2분기 보상금 10억9천만원 지급Two pie charts on PDF p.
- 3분기 신고자 보상금 10억 원… ‘인건비 부풀리기’ 1억4천만 원 최고액Two pie charts on PDF p. - 국민권익위, 부패·공익신고자 74명에 보상금 15억4천만 원 지급Two pie charts on PDF p.
- Výročná správa Úradu na ochranu oznamovateľov za rok 2023Graf č. 1 (PDF p. 13): two small slices are not extracted: 2022 '2' and 2023 '8' and '2'. Their colours could not be matched to the legend (court proceedings, and an unlisted category, probably inspections); a visual check is needed. 2021 segments in the same chart (28+7+4=39) do not add to the printed 38.
- Výročná správa Úradu na ochranu oznamovateľov za rok 2024(1) Infographic pages PDF pp. 34-35 (printed 33-34, 'OZNÁMENIA a OCHRANA OZNAMOVATEĽA 2024') are vector graphics with no text layer; text recognition (OCR) (no Slovak model) did not read the numbers reliably; needs a visual read (submissions, people, protections, inspections, suspension, consent and proceedings counts by year 2021-2024). (2) Graf č. 1 (PDF p. 14): 2024 segments 37 and 24 and small 2023 values 9 and 8 have colours not in the legend; 2021-2023 bars of this chart not recorded. (3) Small bar chart on PDF p. 14 (2024: 32, 15, 12) matches the text and was not recorded separately. (4) Respondent profile percentages on PDF p. 25 (sex, sector, channel) not recorded as rows.
- Výročná správa Úradu na ochranu oznamovateľov za rok 2025(1) Infographic on PDF p. 23 (printed 22) has no text labels: series 0/1/13/3/6(?), 9/9/57/27/14 (apparently protected statuses 2021-2025; 2024 shows 27 against 29 in the 2024 report), ratio series for consent and suspension requests by year (e.g. 2022 1/2 suspensions, though the 2022 report says both were refused), criminal complaints 11/17/17/8/18 and administrative referrals 11/22/23/14/12 by year, and 186 (2024) / 277 (2025) - need a visual read to label before recording. (2) Graf č. 1 (files by year) and Graf č. 2-3 (submission and anonymity shares) are images or unlabeled; only the printed text values were taken. (3) Whistleblower profile percentages on PDF pp. 16-17 (48% women, 89% employees, 59/19/7% by position, 89% public sector, 64% online form, 18% e-mail, sector shares 37/31/10%, topic shares 26/21/16/16%) and helpline topic shares on PDF p. 29 not recorded.
- 獎勵保護檢舉貪污瀆職辦法 (Anti-Corruption Informant Rewards and Protection Regulation)The reward schedule by sentence length (附表:貪污瀆職案件檢舉獎金給獎標準, PDF/DOC attachment) is not stored; download and extract the amounts per sentence band.
- The Anti-Corruption Informant Rewards and Protection Regulation (English)The English schedule attachment (Awarding Criteria for Informant Prize on Corruption & Malfeasance Case, PDF/DOC) is not stored; same gap as the Chinese version.
- Attorney General Bonta Denounces Trump Administration's Political Weaponization of Fraud (California DOJ's ongoing work to tackle fraud led to recovery of nearlCorrection needed (method rule 10): the three CFCA cases from this release, c-7f9d259d15 (BP Energy), c-0c994b4bdb (Morgan Stanley) and c-5382333e21 (Quest Diagnostics), are stored with whistleblower_link=stated (set by default when the column was added), but the release does not say a whistleblower brought them; they should be not_stated (via the corrections table).
- CFTC Annual Report on the Whistleblower Program and Customer Education Initiatives, Fiscal Year 2011Everything printed in the stored copy is extracted. The audited financial statements the report says are attached as an Appendix are not in the stored 6-page PDF; a copy with the appendix is needed to check for further fund figures.
- CFTC Annual Report on the Whistleblower Program and Customer Education Initiatives, Fiscal Year 2012Everything printed in the stored copy is extracted. The audited financial statements the report says are attached as an Appendix are not in the stored 6-page PDF; a copy with the appendix is needed to check for further fund figures (e.g. award liabilities).
- CFTC Annual Report on the Whistleblower Program and Customer Education Initiatives, Fiscal Year 2013Everything printed in the stored copy is extracted. The audited financial statements (Appendix) are not in the stored 6-page PDF; a copy with the appendix is needed.
- Qui Tam: The False Claims Act and Related Federal Statutes (R40785, updated April 26, 2021)Decide whether the many court rulings discussed on pp. 15-45 (e.g. Stevens 2000, Rockwell 2007, Eisenstein 2009, Graham County 2005/2010, Kellogg Brown & Root 2015, Rigsby 2016) should be events; only Cochise (2019) was added. Decide whether customs informer awards (19 U.S.C. 1619, up to 25% of net recovery, fn 31) merit a programme; if so, record that rule from p. 5 (PDF p. 9).
- Fact Sheet: False Claims Act Settlements and Judgments FY2025The counts "nine" cybersecurity settlements and "more than 200" pandemic settlements are not recorded (no indicator for number of settlements; kept in notes).
- Justice Department Recovers Record $3.1 Billion in Fraud and False Claims in Fiscal Year 2006 (06-783)Year-on-year increases ("more than a billion dollars", "half a billion") not recorded (changes, no indicator).
- Whistleblower Incentives and Protections (Notice of proposed rulemaking), 91 FR 16328Table 3 (PDF p. 24, image) total row for new and supplemental tips not reliably legible by text recognition (OCR) (readings 465 and 306 with few votes, against 469/39 in others): read visually and add. Table 4 cells were read by text recognition (OCR) majority vote and should get the independent second reading against the page image. Not recorded: the SEC/CFTC awards ratio of about 2 represented to 1 unrepresented whistleblower (p. 46, from Platt 2023), for lack of an indicator.
- United States ex rel. Zafirov v. Florida Medical Associates, LLC, No. 8:19-cv-01236-KKM-SPF, Order (Doc. 346)Open question for the editor: the order quotes DOJ (2018 speech) that the Department "intervenes in only about 1 in 5 cases that are filed" (p. 5). No indicator exists for an intervention rate and recording it as a percentage would mean converting the ratio. Propose an intervention-rate indicator or confirm it stays out.
- IRS Whistleblower Program: Billions Collected, but Timeliness and Communication Concerns May Discourage Whistleblowers (GAO-16-20)Figure 1 (p. 6): stacked bars of Whistleblower Office FTEs by unit, FY2007-FY2015, with segment labels that text recognition (OCR) cannot reliably attach to years and units; read visually and record. IRS comment letter (Appendix IV, pp. 56-58) is scanned: not checked for figures beyond the backlog quote reported in the text.
- State False Claims Act ReviewsOpen question for the editor: the page dates OIG approvals for 20 more states (Colorado, Connecticut 2/16/24, Delaware, Georgia, Hawaii, Indiana, Iowa, Louisiana 2/20/26, Massachusetts, Minnesota, Montana, Nevada, New Jersey, North Carolina, Oklahoma, Rhode Island, Tennessee, Vermont, Virginia, Washington) and non-approvals for Florida, Michigan, New Hampshire, New Mexico and Wisconsin. These state qui tam programmes have no rows in programs.csv, so their events were not recorded; add the programmes (or allow events without a program_id) and record them.
- IRS Whistleblower Office Annual Report to Congress Fiscal Year 2023 (Publication 5241)(1) Figure 5 (PDF p. 21, chart image): the "Other Claim Processing Time" slice label reads 2.18 or 2.78 depending on text recognition (OCR) settings; a visual check is needed before recording it. (2) Figure 6 (PDF p. 22, chart image): histogram of FY2023 award payments by processing-time bucket and claim type; text recognition (OCR) read only six 7623(a) labels (3, 23, 12, 11, 15, 28 for <4, 4-6, 6-8, 8-10, 12-14, >14) and none of the 7623(b) labels; a visual read of all 14 bars is needed.
- IRS Whistleblower Office Annual Report to Congress Fiscal Year 2024 (Publication 5241)(1) Figure 6 (PDF p. 20, chart image): pie of 7623(b) processing time by process; only the Whistleblower Office slice (1.09 years, from the text) is recorded; text recognition (OCR) read one other label as 4.78 with low confidence and missed the third; a visual read is needed. (2) Figure 7 (PDF p. 21, chart image): histogram of FY2024 award payments by processing-time bucket and claim type; bar labels not readable by text recognition (OCR); visual read needed. (3) Figure 4 (PDF p. 19, chart image): days to issue 7623(b) payments FY2022-2024; check visually whether the bars carry value labels (text recognition (OCR) found none).
- SEC's Whistleblower Program: Additional Actions Are Needed To Better Prepare for Future Program Growth, Increase Efficiencies, and Enhance Program Management (RTwo programme numbers have no indicator and are not recorded: 47 outreach engagements FY2017-FY2021 (PDF pp. 26-27); 438 claims packages with at least one claimant FY2017-FY2021 (PDF pp. 12, 34). Record them if indicators for outreach events and NoCAs with claimants are added. Audit-sample control-test shares (51%, 13%, 96%, 41%) and the $159,000 data error are audit findings, deliberately not recorded.
- Annual Report on the Dodd-Frank Whistleblower Program, Fiscal Year 2013Appendix A (PDF p. 23) shows FY2013 tips by allegation type and quarter as a bar chart with no printed values and no data table; the quarterly split cannot be extracted from this document.
- Annual Report on the Dodd-Frank Whistleblower Program, Fiscal Year 2014The FY2014 allegation-type chart by quarter (PDF p. 25) has no printed values and cannot be extracted; the "over 17 public engagements" count has no indicator.
- Annual Report on the Dodd-Frank Whistleblower Program, Fiscal Year 2015The FY2015 allegation-type chart by quarter (PDF p. 25) has no printed values; "almost half" of recipients were employees and "roughly one-half" caused an investigation (words, not numbers); over 20 public engagements (no indicator).
- Annual Report on the Dodd-Frank Whistleblower Program, Fiscal Year 2016Appendix A (PDF p. 35) comparison bars for FY2013-FY2015 are an image whose text recognition (OCR) is unreliable (e.g. 935 for 938, 356 for 956); not recorded (FY2016 bars already recorded; earlier years are in the earlier reports). Words not recorded as numbers: "approximately half" represented by counsel, "almost one quarter" anonymous. The FY2016 allegation chart on p. 28 repeats Appendix A values (not duplicated). 16 claims on one NoCA (no indicator).
