Reviewed. Some of what it contains has knowingly not been taken yet.

What is left

Open question for the editor: the page dates OIG approvals for 20 more states (Colorado, Connecticut 2/16/24, Delaware, Georgia, Hawaii, Indiana, Iowa, Louisiana 2/20/26, Massachusetts, Minnesota, Montana, Nevada, New Jersey, North Carolina, Oklahoma, Rhode Island, Tennessee, Vermont, Virginia, Washington) and non-approvals for Florida, Michigan, New Hampshire, New Mexico and Wisconsin. These state qui tam programmes have no rows in programs.csv, so their events were not recorded; add the programmes (or allow events without a program_id) and record them.

What the document holds

HHS-OIG web page "State False Claims Act Reviews" (2026): how OIG, with the Attorney General, decides whether a state false claims act qualifies for the Social Security Act section 1909 incentive (a 10-percentage-point increase in the state's share of Medicaid recoveries); the four criteria (FCA-like liability; qui tam provisions at least as effective; 60-day filing under seal; civil penalty at least the FCA's); FCA amendments since (FERA, ACA, Dodd-Frank; inflation-adjusted penalties from 1 Aug 2016); list of state laws approved (24 states with dates, 2016-2026) and not approved (5 states, with supplements, 2008-2016); updated OIG guidelines effective 15 Mar 2013. Already in the data: approval events for the four state programmes in programs.csv (California, Illinois, New York, Texas). Nothing else added: the 10-point incentive and the review criteria are rules for federal payments to states, not for whistleblower rewards.
