What the document holds

HMRC annual report and accounts 2025 to 2026 (329 pp.). In scope only PDF p. 22 (printed 20): 170,992 reports alleging non-compliance and informant payments of £1.388 million (both already recorded), and the Strengthened Reward Scheme's 15-30% of additional tax collected (added as rules). Internal staff whistleblowing table (Table 32, PDF p. 155). Out of scope: everything else in the report (tax receipts, compliance yield, customer service, workforce, accounts). HMRC's internal staff whistleblowing ('Our approach to whistleblowing') counts concerns raised by HMRC employees under its own policy, not informants or the reward scheme, so they are not recorded.
