Has everything in it been taken?

Reviewed. Everything in it that belongs in the tables has been taken.
What the document holds
Budget 2025 (HTML, whole document searched): para 3.3 mentions launching a strengthened informant reward scheme modelled on the US; section 5.9 'Rewards for informants of high-value tax fraud' says rewards up to 30% where over £1.5 million is recovered, with immediate effect (26 Nov 2025). These rules and the launch are already recorded from HMRC's guidance. Table 4.1 prints only the aggregate line 'HMRC: Further measures to close the tax gap' (+75m to +2,590m, 2025-26 to 2030-31), which covers many measures and is out of scope; the informant measure's own costing is in the policy costings document. Nothing new added. Rules restated from other sources are now recorded from this document too (decision 8).
