What the document holds

Budget book 'Estimates of Revenue and Expenditure 2017' (623 pages; ~35 blank divider pages; no table images). In scope and extracted: item 18001 'CBI Fees' (2016 actual provisional, 2016 approved, 2017, forward 2018-2019); the 'CBI Committee' line under dividends (all five columns); NTF grants to the capital budget (Table 6: 22.3m 2016; Table 10: 32.4m 2017); every line of 'Capital Estimates by Source of Funding - 8089 National Transformation Fund (NTF)' (PDF p. 65; 45 project lines plus total, five columns; lines add up to the totals). Narrative mentions (PDF pp. 9-16: NTF grants below target in 2016; Special Projects 6.7m / 5m, Asphalt 5.5m / 5m, Home Improvement 2.2m in 2016) repeat table cells and are covered in notes; the memorandum's 'An amount of $5 million is allocated for 2017' for Home Improvement differs from the table's 6,000,000 (noted on that row). Not recorded: NTF shares of external financing (20.1%, 23.5%), which are ratios to other donors, not programme figures. Out of scope: the rest of the budget (taxes, ministries' spending, general passport and immigration lines, a 'Revised Citizenship and Permanent Residence Legislation' target with no numbers).
