What the document holds

GVH annual report to Parliament on 2010 (96 pp.): competition enforcement (cartels, abuse of dominance, mergers, consumer protection), fines, court review, advocacy, international work, budget and staff. Programme content only on PDF p. 7 (informant reward introduced 1 April 2010: 1% of fine, max HUF 50 million; about 20 private persons came forward vs 2-3 non-complainant signals a year before; 50% not cartel, 40% cartel but not meeting the law's requirements, 10% application admitted), p. 35 (reward mentioned as a detection tool) and p. 69 (press conference end of March 2010). Rule rows, launch event and tips_received 2010 were already in the data; added the three shares and the press-conference event. The 2-3 pre-reward signals a year are not a programme number (before launch) and are left out. Everything else (cartel fines e.g. HUF 9.6 bn in 2010, leniency applications 3) is out of scope. Rules restated from other sources are now recorded from this document too (decision 8).
