What the document holds
European Commission report COM(2019) 12 final (23 Jan 2019) on investor citizenship and residence schemes in the EU (24 pages). Investor citizenship in Bulgaria, Cyprus and Malta: investment amounts (BG EUR 1 million fast-track; CY EUR 2 million plus property; MT EUR 650,000 contribution, EUR 150,000 investment, EUR 350,000 property or EUR 16,000 rent), fees (BG EUR 650, CY EUR 7,000 + 7,000, MT EUR 8,200 + 5,500), residence-permit periods (MT 12 months, CY 6 months, BG 5 years or 1 year), caps (CY 700 a year from 2018, MT 1,800 with plan to add 1,800), due diligence, AML, governance (MT regulator, CY supervisory committee of 22 May 2018 and code of conduct, July 2018 due-diligence rules); investor residence schemes in 20 Member States (types of investment, threshold range from HRK 100,000 to over EUR 5 million, residence requirements, Hungarian bond issuers); candidate and visa-free countries (Turkey, Montenegro decision of 22 Nov 2018, Moldova launch on 6 Nov 2018 under Government Decision 786 of 4 Oct 2017). No statistics: the report says clear statistics are missing. Same document as mlt-ec-com-2019-12 and grc-eu-com-2019-12 (identical text, different download). This pass takes everything not yet recorded from the three copies: added the Croatian HRK 100,000 minimum (term) and the Cyprus 2016 residence-permit requirement (event), the two items the Malta pass (extract-cbi-mlt1) left to this copy. Already recorded and not repeated: BG fee and working group, CY EUR 7,000 fees, HU no-transfer note, EP 2014 resolution, report-publication event (this id); MT fees EUR 8,200/5,500 (mlt-ec-com-2019-12); MT, CY, BG thresholds, caps, CY 2018 reforms, MNE, MDA and TUR dates (from the laws and other sources). Not recorded because they carry no amount or date: Cyprus 6-month permit before naturalisation (put in the event description), Malta exclusion of Afghan, Iranian and North Korean nationals, the presence requirements (7 days a year in Portugal; day of application in Malta, Greece, Bulgaria).
