What the document holds
Sixth Report under the Visa Suspension Mechanism, COM(2023) 730 (18 Oct 2023, 39 pages). Part I: eight Western Balkan and Eastern Partnership countries (migration, asylum, visa alignment, security). Programme content: Albania suspended its plan for an investor scheme in 2023 (no Albanian programme id); Montenegro scheme terminated 31 Dec 2022, pending applications processed with extra screening (events recorded); North Macedonia 121 economic-interest naturalisations 2005-2022 against 40 negative decisions (recorded); Serbia withdrew a fast-track naturalisation proposal (not investment-based). Part II: Vanuatu (over 10,500 passports by March 2021, recorded; suspension steps; March 2023 Citizenship Act amendment) and the five Eastern Caribbean states (at least 88,000 passports, DMA 34,500, KNA 36,742, rejection rate 3-6%, all recorded; processing as little as two months; main nationalities named without numbers; March 2022 suspension of Russian and Belarusian applications, recorded; cost as low as USD 100,000 per individual in certain cases, country not named; information exchange in 4 of 5 countries; name changes allowed after 5 years in ATG and DMA, after 1 year in GRD, on obtaining citizenship in KNA). Added: the INTL two-month processing time and two Vanuatu proposal events (12 Jan and 12 Oct 2022). Not recorded: the USD 100,000 minimum cost (no country named, so no programme to attach a term to; for decision whether to add an INTL note), the name-change waiting periods (rules without amounts or dates), the "4 of the 5 countries" information-exchange count (no indicator). The March 2023 Vanuatu amendment is recorded from COM(2024) 366, which dates it.
