What the document holds

Seventh Report under the Visa Suspension Mechanism, COM(2024) 571 (6 Dec 2024, 51 pages). Part I: Western Balkans and Eastern Partnership (migration, asylum, visa alignment, security). Programme content: Albania did not set up an investor scheme; Montenegro processed 423 applications in 2023 (423 applicants, 927 family members) and granted citizenship to 701 individuals (396 Russian, 65 Chinese; 15 other nationalities named without numbers); North Macedonia: no decisions in 2023, five requests pending. Part II: Eastern Caribbean: five-step process; no residence requirement (Antigua requires a visit within 3 years); name-change rules; data table for the five countries (applications, rejections, passports, 2014-2024); main nationalities 2023-2024 (Iran 1,918, China 1,099, Syria 747, Iraq 425, Nigeria 308, Lebanon 149; all Iranian applications processed by Dominica); suspension of Russian and Belarusian applications, about 2,300 pending Russian applications in Grenada in 2023 and 87 on 16 Sep 2024; January 2024 meetings and mission; 2024 memorandum harmonising the minimum to USD 200,000 (up from USD 100,000 for ATG, DMA, GRD, LCA). Part III: Latin American asylum statistics (out of scope); Vanuatu referred to the May 2024 report. Already recorded from this id (47 rows): all other table cells, the six nationality rows, the 2,300 pending, and North Macedonia (5 received, 0 decisions). Added: Dominica's second "180 (2023)" rejection figure (flagged), Montenegro 2023 numbers (5 rows), Grenada 87 pending Russian applications, and the USD 200,000 harmonised minimum (5 programmes) and USD 100,000 previous threshold (4 programmes). Table check: no totals printed; footnote 33 warns the data set is incomplete and inconsistent. Not recorded: the Antigua 3-year visit obligation and name-change waiting periods (rules without amounts or dates). The sources.csv note says only the North Macedonia passage was read earlier; this pass read the whole report.
