What the document holds
Eighth Report under the Visa Suspension Mechanism, COM(2025) 792 (19 Dec 2025, 15 pages): reviewed partners' migration, asylum, security, document security, and a section on citizenship questions incl. investor schemes; Annex I recommendations. Programme content: under the revised mechanism, operating investor citizenship schemes is itself a ground for suspension; North Macedonia 1 and 2 grants in 2023 and 2024; Montenegro 1,282 decisions in 2024 and 29 applications pending in April 2025; Serbia: more than 200 Russian nationals naturalised "in the interest of the Republic" since 2022; Georgia simplified naturalisation (no numbers); Eastern Caribbean: about 107,000 passports, 13,113 applications in 2023 and 10,573 in 2024, 2024 rejection rates ATG 1.7%, LCA 5.3%, DMA 6.5%, harmonised minimum USD 200,000; recommendations for Albania, Montenegro, North Macedonia (abolish), Serbia, Eastern Caribbean. Same report as grd-eu-vsm8-2025 (Grenada copy, different file); the Grenada pass recorded nothing from its copy and asked for two items to be recorded once here: both are now added (the USD 200,000 harmonised minimum for all five programmes, and the Serbian 200+ Russian naturalisations, the latter with no programme id, flagged for decision). Everything else in scope was already recorded from this id (10 numbers, 3 events, 2 programme rows).
