What the document holds
Commission Staff Working Document SWD(2025) 429 (19 Dec 2025, 41 pp.) accompanying the Eighth Visa Suspension Mechanism report. Same file (identical checksum) as kna-ec-swd-2025-429, which pass extract-cbi-kna1 reviewed and marked complete; this pass re-read the programme sections (Albania p. 11, Montenegro pp. 26-27, North Macedonia p. 29, Serbia p. 30, Eastern Caribbean pp. 36-38) against both ids' rows and took only what was left: North Macedonia's four 2023 applications still under assessment. Everything else in scope is already recorded under one or both ids (Eastern Caribbean table, totals, 107,625 passports, rejection rates, 2024 nationalities, restricted-country lists, MoA, six principles, regional regulator; Montenegro 1,282 decisions by nationality, 31 negative, 29 pending; North Macedonia 2023-2024 applications and grants). Not recorded by design: Montenegro's '82,9% increase compared to 2023' (no 2023 count, and no indicator for change in decisions); Serbia's 'over 200 Russian nationals' naturalised 'in the interest of the Republic' since 2022 (not an investment programme in programs.csv); Albania (scheme suspended, no numbers). The rest (visa alignment, asylum, illegal stays, returns, security cooperation, Latin America, Georgia, Ukraine etc.) is out of scope.
