What the document holds

IMF Country Report 24/93 (April 2024, 85 pages): ECCU 2024 Article IV staff report on common policies, with press release, selected indicators, staff appraisal, tables 1-8 (region and country macro, fiscal, debt, BOP, banking), annexes (past advice, risk matrix, external assessment, Anguilla and Montserrat, social assistance, fuel prices, credit unions) and statistical issues. Programme content: ECCU-wide central government overall balance excluding CBI revenue 2019-2025 (Table 1 and the identical selected-indicators table), the text's rounded underlying deficits for 2021 and 2023 and the projection of about 3 percent of GDP by 2028; qualitative statements on dependence on CBI inflows, CBI-linked bank deposits and construction, CBI-related FDI not separately recorded, the five CBI countries, and the recommendation of common CBI standards and minimum pricing (event already recorded). No country-level CBI revenue or application numbers are printed; country fiscal tables (Table 3) have no CBI lines. Charts have no printed CBI values. All other content is general macroeconomics, out of scope. Rules restated from other sources are now recorded from this document too (decision 8).
