What the document holds
Audit report on the 2018 public accounts. Programme content: CIU collected $418 million (recorded) = government fees $78m + Hurricane Relief Fund $242m + Sustainable Growth Fund $2m + application fees $8m + background checks $88m (components now recorded; they add up to 418); CIU 46% of recurrent revenue (recorded) and 32% of operating cash receipts (recorded); appropriation warrants for CBI consultancy and operating costs in Q4 2018 ($56m) and CIU marketing fees ($14m) (recorded). Hurricane Relief Programme (financed through the CBI Hurricane Relief Fund option; METHODOLOGY.md decision 16): $38 million added to the 2018 capital budget and $38 million spent (recorded as cbi_option_financed_spending, with a note that the report does not trace which money came from CBI). Not recorded: 'The initial budget allocation of $2.5 million was revised to $41 million' (PDF p. 30), which most likely is the Office of the Prime Minister's whole capital allocation (the report says the programme was not budgeted for in 2018). No balance of the Hurricane Relief Fund is printed. Year-on-year changes and variances against the revenue projection are printed but not recorded (derived comparisons; the projection itself is not printed). Not recorded: a $10 million warrant for the SIDF (government money paid to the foundation, not CBI receipts). Out of scope: other departments' revenue, taxes, expenditure, debt, deposit accounts and the special audits.
