What the document holds
Audit report on the 2022 public accounts. Programme content: CIU collected $669 million (recorded) = government fees $343m + Hurricane Relief Fund $376 thousand + Sustainable Growth Fund $123m + application fees $29m + background checks $174m (components now recorded; sum 669.4); CIU 60% of recurrent revenue (recorded); CBI dividend: $19 million added to the capital budget for two disbursements, $19 million spent, and over $14.8 million actually paid out by the Social Security Board for the December 2022 payout by August 2023 (all recorded). Hurricane Relief Programme (decision 16): $991 thousand added for contractors and suppliers and $2 million spent (recorded as cbi_option_financed_spending, with a note that the report does not trace which money came from CBI). No balance of the Hurricane Relief Fund is printed. Year-on-year changes and variances against the revenue projection are printed but not recorded (derived comparisons; the projection itself is not printed). Not recorded: a $31 million warrant that mixes CBI due diligence with other Office of the Prime Minister expenses and an extra month's salary (PDF p. 27; not a programme-only amount); $27.7 million owed to the SIDF (public debt, PDF p. 44). Out of scope: other departments' revenue, taxes, expenditure, debt, deposit accounts and the special audits.
