What the document holds
Estimates 2010, Volume I (Federal Government of St. Kitts only, EC$). Programme content: the 'Citizenship by Investment' line of non-tax revenue in the financial summary (2.1: forward estimates for 2011 and 2012, the 2010 estimate, the 2009 approved estimate, the 2008 actual) and in fiscal operations (2.2: 2010 estimate, 2009 in-year projection, 2008 actual). Revenue table R.08 (p. 71) repeats the same series in thousands under item 54-15 'Fees - Citizenship by Investment' (only CBI item; not recorded again). No expenditure programme for the CIU in this volume. Added: the 2011 and 2012 forward estimates (projection). Out of scope: all other revenue and expenditure lines; 'Fees - Certificate of Citizenship' (ordinary naturalisation) and passport fees; item 61-41 'Hurricane Relief Fund' under the Public Works/Housing (later Agriculture) revenue, which predates and is not the CBI Hurricane Relief Fund contribution; item 61-61 'Investment Proceeds' (not labelled as CBI); the salary-scale annex, which lists the posts of Director of the Citizenship by Investment Unit and Operations Manager, CIU, with general grade salaries. The year-on-year 'Increase/(Decrease)' column is not recorded (a difference of two recorded figures). Rules restated from other sources are now recorded from this document too (decision 8).
