What the document holds
Estimates 2012, Volume I (Federal Government of St. Kitts only, EC$). Programme content: the 'Citizenship by Investment' line of non-tax revenue in the financial summary (2.1: forward estimates for 2013 and 2014, the 2012 estimate, the 2011 approved estimate, the 2010 actual) and in fiscal operations (2.2: 2012 estimate, 2011 in-year projection, 2010 actual). Revenue table R.08 (p. 75) repeats the series in thousands under item 54-15 only (not recorded again). Expenditure: programme 05041 'Manage the Citizenship by Investment Unit' under the Office of the Prime Minister first appears (2012: compensation 392, goods and services 52, total 444 thousand; Main Estimates 2011 printed 0). Added: forward estimates, 2011 approved estimate, CIU appropriation. Out of scope: all other revenue and expenditure lines; 'Fees - Certificate of Citizenship' (ordinary naturalisation) and passport fees; item 61-41 'Hurricane Relief Fund' under the Public Works/Housing (later Agriculture) revenue, which predates and is not the CBI Hurricane Relief Fund contribution; item 61-61 'Investment Proceeds' (not labelled as CBI); the salary-scale annex, which lists the posts of Director of the Citizenship by Investment Unit and Operations Manager, CIU, with general grade salaries. The year-on-year 'Increase/(Decrease)' column is not recorded (a difference of two recorded figures).
