What the document holds
Estimates 2013, Volume I (Federal Government of St. Kitts only, EC$). Programme content: the 'Citizenship by Investment' line of non-tax revenue in the financial summary (2.1: forward estimates for 2014 and 2015, the 2013 estimate, the 2012 approved estimate, the 2011 actual) and in fiscal operations (2.2: 2013 estimate, 2012 in-year projection, 2011 actual). Most pages have no usable text layer (font encoding); pages 2-113 were OCR'd at 300 dpi, rotated pages re-OCR'd after rotation; all quotes for new rows come from OCR. Revenue table R.08 (p. 83) splits CBI into item 54-15 (2011 actual, 2012 estimate), 54-34 Application Fees and 54-35 Background Checks (2013-2015); components add to the printed subtotal. CIU programme appropriation 2013 (pp. 28-29) and Main Estimates 2012. Fiscal operations page (p. 15) already recorded. Out of scope: all other revenue and expenditure lines; 'Fees - Certificate of Citizenship' (ordinary naturalisation) and passport fees; item 61-41 'Hurricane Relief Fund' under the Public Works/Housing (later Agriculture) revenue, which predates and is not the CBI Hurricane Relief Fund contribution; item 61-61 'Investment Proceeds' (not labelled as CBI); the salary-scale annex, which lists the posts of Director of the Citizenship by Investment Unit and Operations Manager, CIU, with general grade salaries. The year-on-year 'Increase/(Decrease)' column is not recorded (a difference of two recorded figures).
