What the document holds
Estimates 2014, Volume I (Federal Government of St. Kitts only, EC$). Programme content: the 'Citizenship by Investment' line of non-tax revenue in the financial summary (2.1: forward estimates for 2015 and 2016, the 2014 estimate, the 2013 approved estimate, the 2012 actual) and in fiscal operations (2.2: 2014 estimate, 2013 in-year projection, 2012 actual). Revenue table R.08 (p. 79) splits the CBI line into items, recorded as components in thousands with all five columns (2012 actual, 2013 estimated = approved, 2014 planned, 2015-2016 projected). Revenue table splits CBI into 54-34 Application Fees and 54-35 Background Checks; the 2012 actual of item 54-34 (132,058 thousand) does not match the 2012 actual on the financial summary (141,002,887), noted in the rows. Expenditure: CIU programme 05041 under the Office of the Prime Minister (pp. 27-28): compensation, goods and services and total for 2014, and the Main Estimates for 2013; other categories printed 0 (not recorded). Out of scope: all other revenue and expenditure lines; 'Fees - Certificate of Citizenship' (ordinary naturalisation) and passport fees; item 61-41 'Hurricane Relief Fund' under the Public Works/Housing (later Agriculture) revenue, which predates and is not the CBI Hurricane Relief Fund contribution; item 61-61 'Investment Proceeds' (not labelled as CBI); the salary-scale annex, which lists the posts of Director of the Citizenship by Investment Unit and Operations Manager, CIU, with general grade salaries. The year-on-year 'Increase/(Decrease)' column is not recorded (a difference of two recorded figures).
