What the document holds
Estimates 2015, Volume I (Federal Government of St. Kitts only, EC$). Programme content: the 'Citizenship by Investment' line of non-tax revenue in the financial summary (2.1: forward estimates for 2016 and 2017, the 2015 estimate, the 2014 approved estimate, the 2013 actual) and in fiscal operations (2.2: 2015 estimate, 2014 in-year projection, 2013 actual). Revenue table R.08 (p. 82) splits the CBI line into items, recorded as components in thousands with all five columns (2013 actual, 2014 estimated = approved, 2015 planned, 2016-2017 projected). Revenue table items 54-15, 54-34, 54-35; the 2013 actual components (267,847 thousand, equal to the printed subtotal) do not match the 2013 actual on the financial summary (276,932,002), noted in the rows; CIU components add to 21,487 vs printed total 21,486 (rounding). Expenditure: CIU programme 05041 under the Office of the Prime Minister (pp. 27-28): compensation, goods and services and total for 2015, and the Main Estimates for 2014; other categories printed 0 (not recorded). Out of scope: all other revenue and expenditure lines; 'Fees - Certificate of Citizenship' (ordinary naturalisation) and passport fees; item 61-41 'Hurricane Relief Fund' under the Public Works/Housing (later Agriculture) revenue, which predates and is not the CBI Hurricane Relief Fund contribution; item 61-61 'Investment Proceeds' (not labelled as CBI); the salary-scale annex, which lists the posts of Director of the Citizenship by Investment Unit and Operations Manager, CIU, with general grade salaries. The year-on-year 'Increase/(Decrease)' column is not recorded (a difference of two recorded figures).
