What the document holds
Estimates 2026, Volume I (Federal Government of St. Kitts only, EC$). Programme content: the 'Citizenship by Investment' line of non-tax revenue in the financial summary (2.1: forward estimates for 2027 and 2028, the 2026 estimate, the 2025 approved estimate, the 2024 actual) and in fiscal operations (2.2: 2026 estimate, 2025 in-year projection, the 2025 approved estimate, 2024 actual). Revenue table R.08 (p. 112): items 54-15, 54-34 (values printed on a separate line), 54-35 (2024 only), 54-37 SGF (2024, 2026-2028), 54-40 SISC (2025 only); components add to the totals (2027 within rounding). The CIU programme has no line in the 2026 expenditure table (p. 34); its Main Estimates 2025 are printed as 0 (p. 35). Out of scope: all other revenue and expenditure lines; 'Fees - Certificate of Citizenship' (ordinary naturalisation) and passport fees; item 61-41 'Hurricane Relief Fund' under the Public Works/Housing (later Agriculture) revenue, which predates and is not the CBI Hurricane Relief Fund contribution; item 61-61 'Investment Proceeds' (not labelled as CBI); the salary-scale annex, which lists the posts of Director of the Citizenship by Investment Unit and Operations Manager, CIU, with general grade salaries. The year-on-year 'Increase/(Decrease)' column is not recorded (a difference of two recorded figures).
